In the Intended Nationally Determined Contributions report，China proposed the goal of peaking carbon dioxide emissions around 2030 and striving to achieve it as soon as possible. Local area is an important unit and carrier of carbon emission control，and the achievement of the national carbon emission peak goal requires the joint participation of all regions. However，in the process of promoting the implementation of carbon emission peaks，all localities still need to scientifically study and judge the peaking goals and paths，and improve basic capabilities.
