2019 is the general election year of Portugal. During the election campaign，the Socialist Party of Portugal put forward campaign programs of maintaining stable fiscal policy，won over more voters and therefore won the election. The socialist government would no longer reach any alliance agreement with the left-wing parties，and insisted on ruling alone. Therefore，it needed to negotiate with each left-wing party before passing the budget bill. This paper mainly analyzes the political，economic and social development of Portugal in 2019 from four aspects：the Socialist Party staying in power and the challenges it faced；the slowdown of economic growth and the industrial production declines；the improvement of employment and the serious social poverty problem；Portugal’s international competitiveness and its relationship with China.
