根据新一年度中国省级可持续发展指标体系计算结果:东部沿海省份和直辖市的排名相对靠前,位居前十的分别是北京、上海、浙江、江苏、广东、安徽、湖北、重庆、山东和河南。中部地区安徽排名最高,该省份从2018年的第十位升至2019年的第六位;西部地区除了重庆位列前十(第8位),其余的省份可持续发展综合排名均在前十名之外。从经济发展、社会民生、资源环境、消耗排放和治理保护五大分类指标来看,省级区域可持续发展具有明显的不均衡特征。用各地一级指标排名的极差来衡量不均衡程度,高度不均衡(差异值>20)的有11个省份,分别为北京、安徽、河南、贵州、天津、河北、云南、海南、宁夏、青海和黑龙江;中等不均衡(10<差异值≤20)的有15个省份,分别为上海、江苏、广东、湖北、重庆、山东、福建、湖南、广西、内蒙古、陕西、辽宁、甘肃、新疆和吉林;比较均衡(差异值≤10)的有4个省份,分别为浙江、江西、四川和山西。大部分省级区域在提高可持续发展水平方面仍有较大空间。
<<According to the 2019 data verification and analysis of China provincial Sustainable Development Index system,the four municipalities and the eastern coastal provinces ranked high in sustainable development. It shows that Beijing,Shanghai,Zhejiang,Jiangsu,Guangdong,Anhui,Hubei,Chongqing,Shandong and Henan rounded out the top 10. In central China,Anhui province topped the list,rising from 10th in 2018 to sixth in 2019. In the western region,except For Chongqing which ranked among the top 10 (8th),other provinces were all outside the top ten in the overall sustainable development. In terms of five classification indexes,namely economic development,people’s livelihood,resources and environment,consumption and emission,and environmental governance,there is obvious imbalance in the sustainable development among the provincial regions. Using the absolute difference between the maximum and minimum values of each region’s tier-1 index ranking to measure the imbalance degree,we find that the provincial-level regions with high imbalance (differential value >20) are:Beijing,Anhui,Henan,Guizhou,Tianjin,Hebei,Yunnan,Hainan,Ningxia,Qinghai and Heilongjiang;the provincial-level regions with moderate imbalance (10< difference value ≤20) are:Shanghai,Jiangsu,Guangdong,Hubei,Chongqing,Shandong,Fujian,Hunan,Guangxi,Inner Mongolia,Shaanxi,Liaoning,Gansu,Xinjiang and Jilin;the provincial-level regions with balance (difference value ≤10) are Zhejiang,Jiangxi,Sichuan and Shanxi. There is plenty of room for most provincial regions to promote their sustainable development.
