作为一个南太平洋岛国,新西兰特殊的地理位置和自然条件导致其经常受自然灾害侵扰。面对频发的自然灾害及潜在的人为灾害的威胁,新西兰逐步形成了完善的应急管理制度。尤其是,2002年《民防应急管理法》出台,新西兰提出了建设“韧性新西兰”的应急管理目标,强调制度组织的协调与整合,重视社会资本的有效利用,“制度韧性”和“社会韧性”明显提升。在城市尺度,惠灵顿加入洛克菲勒基金会的“全球100韧性城市项目”,制定了综合全面的韧性城市建设策略,以更好地应对日益频发的社会、经济、自然挑战。新西兰的应急管理制度和韧性城市策略对世界各国城市均有积极的借鉴意义。
<<As an island country in South Pacific,New Zealand is vulnerable to natural disasters due to its geographical location and natural conditions. With the frequently happening of disasters,New Zealand has developed a comprehensive system of emergency management. Especially after the legislation of “Civil Defense Emergency Management Act 2002”,the government introduced the concepts of “resilience” and “sustainability” into the new emergency management system,in which the coordination of governmental institutions and social stakeholders were strengthened. In the city scale,Wellington joined the Rockefeller Foundation’s “Global 100 Resilient Cities Project” and formulated a comprehensive strategy for the construction of resilient cities to better respond to the increasingly frequent social,economic and natural challenges. New Zealand’s emergency management system and resilient city strategy have positive reference for cities all over the world.
