Developing emergency industry is an inherent requirement for protecting the safety of people’s lives and property and maintaining social stability. The emergency industry is different from the ordinary industry with great particularities. Its products have social publicity，irregular demand，high R&D cost，specificity and convertibility. Chinese emergency industry has made great achievements，but it still faces many problems and challenges. Based on the characteristics of the emergency industry and the new requirements for emergency management，it is proposed that developing Chinese emergency industry should adhere to the basic way of government guidance and market dominance，and promote from many aspects such as innovation capabilities，development environment，standard system，and military-civilian integration.
