The management，coordination and guarantee of urban public safety need to be systematically designed from the aspects of system，mechanism and policy，public opinion and technical support. Urban public safety involves many fields and subjects. In the overall design of protecting urban public safety and responding to public safety risks and events，how to achieve effective multi-cooperation is very important. At present，the multi-cooperation is still a short board in China’s urban public safety governance，which needs mechanism design and innovation.
