The National Rule of Law Index Research Center and the Project Team of Rule of Law Index Innovation Project，Institute of Law，Chinese Academy of Social Sciences，systematically evaluated the construction of rule of law in Shenzhen Qianhai Rule of Law Demonstration Zone in 2019 for the third time and from five aspects of rule making，rule of law government，judicial construction，rule of law society，and safeguard supervision. In this evaluation，the rule of law in Qianhai in 2019 got an overall score of 82.43，showing year-on-year increases from 2017 （78.42） and 2018 （80.48）. The construction of Qianhai Rule of Law Demonstration Zone is progressing steadily，and its business environment protected by rule of law continues to improve. Qianhai walks at the forefront of the country in terms of system of rules，administration streamlining and power delegation，business environment optimization，and judicial construction. There is still room for improvement in top-level design and government services. In the future，Qianhai Rule of Law Demonstration Zone should continue to deepen reform and innovation，make up for its shortcomings，and strive to be the vanguard and experimental field in the construction of rule of law in China.
