Cross-border supply chain management innovation has risen to a national strategy. Multi-network integration such as the information network and the functional network will pull the cross-border supply chain out of the depression of revenue and competition together. Intelligent enables cross-border supply chain management innovation and optimization，and quick responses to the changes of supply and the demand in the market. Through the analysis the impact of cross-border supply chain management in developed countries and emergencies on cross-border supply chain management，studies three strategies for safe and stable operation on the industrial structure adjustment，the early warning plan，the emergency response mechanism，and the government guidance and control. Based on the “blue ocean” of the international market development，we have proposed five strategies and measures including safe operation of high-tech supply chain，construction of cross-border supply chain service system，strengthening of strategic reserve and safety stock，the construction of a cross-border supply chain network structure with multi-entry point，multi-exit point，and multiple subnet，and quickly response mechanism. The innovation and application of cross-border supply chain management strategy is becoming an important symbol for enterprises，industries，and countries to enhance their competitiveness.
