The spread of COVID-19 infection has promoted the development of cross-border e-commerce，but it also led to the lack of international air cargo capacity，logistics support，international supply chain and guidance policies. Cross-border e-commerce is bound to be a promising new economic form in the future as a new type of business. Cross-border e-commerce meets the demand of consumer market in disintermediation，which is a new generation of trade mode and has led to profound changes in the entire manufacturing industry. On this basis，Henan should make efforts from three aspects：model innovation，management innovation and theoretical innovation to better develop cross-border e-commerce.
