城镇劳动者科学素质和技能水平作为劳动者掌握与运用科学技术和专门技术程度和能力的重要表征，是衡量其创新创业和就业能力的核心要素。本文在梳理城镇劳动者科学素质和技能水平现状、总结提升城镇劳动者科学素质和技能水平主要做法、分析城镇劳动者科学素质和技能水平提升面临的新形势基础上，从强化就业优先原则、突出企业主体作用、推广新型线上培训、健全长效工作机制、重视制度平台建设和鼓励社会力量参与等方面分析了提升城镇劳动者科学素质和技能水平的基本走势。
<<The scientific literacy and skills of urban workers，as an important indication of the ability of workers to use science and technology and specialized technology，is the core element to measure their ability of innovation，entrepreneurship and employment. This thesis，based on the carding of scientific quality and skills of and on the new challenges ahead for urban workers，as well as on the summarization of the main methods to improve their scientific quality and skills，analyzes the basic trend of improving their scientific quality and skills，from the aspects of strengthening the principle of employment priority，highlighting the role of enterprises as the main body，promoting new online training，improving long-term working mechanism and attaching importance to the system and platform building and encouraging the participation of social forces.
