High-quality development places new requirements on high-quality social security. In 2019，Shandong Province carefully implemented social security work，lowered the social security premium rate，reinforced the social security network of basic medical insurance，critical illness insurance，medical assistance，and the support of the extremely poor，launched fraud prevention actions in the medical security field，and implemented an “one card pass” for medicine purchase. The public satisfaction of social security management and service was further improved. In 2020，the expansion of social security work should shift from simple pursuit of speed to paying attention to the ones of high risk and the ones who most need to be covered by law，effective measures should be taken to alleviate the contradiction between fund income and expenditure after reducing social security premium rate to ensure the safety of social security fund，the social security mechanism should be established to solve the relative poverty in time on the basis of focusing on key areas and key groups，and social security management system and mechanism should be innovated to improve service quality and efficiency.
