Replacing old growth drivers with new ones is at a stalemate and economy is on the downside，in 2019，Shandong province insists giving high priority to employment，keeping employment stable. This paper find that total number of both economically active population and employed persons are declining substantially，however，employment’s total amount and structural antinomies are still widespread. By supporting small and medium-sized enterprises，encouraging starting businesses，strengthen vocational skills training，employment situation is basically steady，and structural contradiction is relief. Labor supply structure have changed substantially，new technology revolution has fostered numerous new employment forms，future policy of employment should focus on four aspects，i.e. eliminating labor mobility barriers to improve labor allocation，deepening connotative development of higher education to engage with vocational skills training，strengthening employment public service to promote efficient human resource allocation，and strengthening employment institution to protect labor’s rights.
