    提升公共服务质量 助力山东高质量发展——2019~2020年山东省社...

    摘要

    公共服务高质量发展,既是高质量发展的重要内容,也是高质量发展的实现机制和可行路径。2019年,在战略部署上,山东省将公共服务质量提升作为全省高质量发展的重要组成部分统筹推进,聚焦“六个着力点”,提升高质量发展的创新和共享水平;在整体推进上,将公共服务质量提升与脱贫攻坚战、乡村振兴战略、污染防治攻坚战有机结合,全面巩固提升“两不愁三保障”,促使生态环保与经济发展“双赢”目标进一步靠近;在重点突破上,以问题为导向,聚焦聚力解决群众反映的难题痛点,使得公共服务资源配置的合理性不断加强、保障精准度不断提高;在保障措施上,推进“一窗受理·一次办好”和“流程再造”改革,促使公共服务经办提质增效。山东省公共服务领域存在的突出问题是,一些公共服务存在明显短板,影响全省高质量发展,一些群众满意度较低的公共服务尚未得到根本性改进,服务质量不平衡问题仍较突出。突如其来的新冠肺炎疫情对政府高质量公共服务提出了新挑战、新要求,如公共卫生防控救治体系和重大疫情应急响应机制亟待加强,保就业保民生的要求更加迫切,社会保障制度要兼顾稳定性与灵活性,智慧治理和善用数字化治理工具的能力仍需加强,城市化质量亟待提升,等等。2020年应建立高质量的公共服务政绩考核指标体系,以发挥其目标引领作用;继续坚持问题导向,以体制机制创新,解决群众满意度低的问题和新冠肺炎疫情暴露出来的问题;持续推进思想解放,以“流程再造”为牵引,善用数字化工具推动公共服务延伸扩面、提质增效。

    Abstract

    The high-quality development of public service is not only an important content of high-quality development,but also the realization mechanism and feasible path of high-quality development. In 2019 strategic plan,Shandong put improvement of public service quality as an important part of the province’s high-quality development,and emphasis on “six focus points” to improve the innovation and sharing level of high-quality development;In the overall promotion,the improvement of public service quality been organically combined with poverty alleviation,rural revitalization and pollution prevention. Thus “Two no worries and Three Guarantees” has been consolidated and improved in an all-round way,and the “win-win” goal of ecological environmental protection and economic development has been further approached. In the key breakthroughs,Shandong focus on solving the problems and pain points reflected by the public,therefore the rationality and accuracy of public service resource allocation have been improved. On Safeguard Measures,Shandong carried out the reform of “one window acceptance,one time success” and process reengineering,so the quality and efficiency of public service agencies have been greatly improved. Some significant problems in the field of public service are the obvious short boards that affect the high-quality development of the province,low public satisfaction in certain public services that have not been fundamentally improved,and the imbalance of service quality which is still prominent. The unexpected new crown epidemic has put forward new challenges and requirements for the government’s high-quality public services. The public health prevention and control system and the emergency response mechanism for major epidemic need to be strengthened,and the requirements for ensuring employment and people’s livelihood are more urgent. The social security system needs to take into account stability and flexibility,smart governance and the ability to make good use of digital governance tools still need to be strengthened,and the quality of urbanization is urgent to be promoted,etc. In 2020,we should establish a high-quality public service performance evaluation index system so that it can play a leading role;continue to be problem-solving oriented and focus on service projects with low public satisfaction,put in more effort to innovate the system and the mechanism of solving problems in order to solve old and difficult problems and new problems been exposed by the new crown epidemic;continue to promote ideological emancipation and take the “process reengineering” as the traction to promote the extension and expansion of public services,as well as to improve its quality and efficiency.
