民办非企业单位作为社会组织的重要组成部分之一,能够有效弥补政府部门、市场组织在公共服务领域的不足,提供更加多元化的公共产品及服务,从而满足社会公众日益增长的公共服务需求。2019年我国民办非企业单位总量再创新高,提供社会公共产品及服务的能力逐渐提升,在公共服务领域及解决就业等方面发挥出巨大的能量。为进一步促进民办非企业单位健康发展,本报告分析了2019年我国民办非企业单位的省域分布及变化情况,运用泰尔指数分解方法来测算我国民办非企业单位总数分布的空间差异,并从五大国家级区域发展战略的视角出发,分析我国民办非企业单位优势互补、高质量发展的区域发展格局。同时,本报告还呈现2019年民办非企业单位的结构分布情况及经济贡献情况。最后,结合民办非企业单位发展状况及实证研究结果,本报告提出未来民办非企业单位应明确自身的定位和使命,优化民办非企业单位的产权制度设计,完善民办非企业单位的制度建设,以明确制度规范约束民办非企业单位的领导者、经营者、出资者以及员工的行为,同时拓展资金筹集渠道,全面了解社会对于公共服务的需求,加强对人才队伍的培养和管理,从而促进民办非企业单位高质量、可持续性发展。
<<As one of the important components of social organizations,private non-enterprise units can effectively make up for the shortage of government departments and market organizations in the field of public service,and provide more diversified public products and services,so as to meet the growing public service demand of the public. In 2019,the total number of private non-enterprise units in China hit a new high,gradually improving the ability to provide social public goods and services,and playing a huge role in the field of public services and employment. In order to further promote the healthy development of the private non-enterprise units,this report analyzed the 2019 provincial distribution of private non-enterprise units in China and the changing situation,used Theil index to calculate the distribution of the total number of private non-enterprise units in China space differences and analyzed the complementary advantages and high-quality development pattern of regional development of private non-enterprise units from the view of the five national regional development strategy. At the same time,the report also presents the structural distribution and economic contribution of private non-enterprise units in 2019. Finally,combined with a private non-enterprise units development condition and the result of empirical research,this report presents the future private non-enterprise units should clear its own position and mission,optimize the design of the private non-enterprise units of property right system. We need to improve the institutional construction of private non-enterprise units in order to make clear regulations constraints of a private non-enterprise units’ leaders,operators,funders,and employee behavior. It is also necessary for private non-enterprise units to expand financing channels,have a comprehensive understanding of society’s needs for public services,strengthen the cultivation and management of talent team and promote a high quality and sustainable development of private non-enterprise units.
