政府工作报告曾多次提出要加强和创新社会治理,支持社会组织健康发展。社会团体是社会组织的重要组成部分,近年来我国的社会团体在数量上持续增长,在特定领域如扶贫助困、教育文化、医疗卫生等领域发挥了重要的作用。为实现高质量、可持续的发展,本报告对2019年我国社会团体的发展情况进行了回顾,分析了社会团体2019年的总量及省域分布情况,并借助泰尔指数进一步测算了各区域发展的空间差异。在此基础上,报告分析了京津冀地区、长江经济带地区等重大国家战略发展区域的社会团体发展情况,发现地域之间、区域内部的社会团体分布不均衡。此外,报告还分析了社会团体的结构分布及其经济贡献。最后,报告建议社会团体的发展应明确新时代公民社会的需求,提升服务质量;把握好“放”和“管”的度,留出更多社会团体自主发展的空间;鼓励高文化素养的人参与到社会团体建设中,推动社会团体专业化水平提升;提升社会团体自身整合社会资源的能力。
<<The government work report has repeatedly proposed to strengthen and innovate social governance and support the healthy development of social organizations. As an important part of social organizations,in recent years,the number of social groups in China continues to grow. And they play an important role in specific fields such as poverty alleviation,education,culture,medical and health care,etc. In order to achieve high-quality and sustainable development,this report reviews the development of social groups in China in 2019,analyzed the total number and provincial distribution of social groups in 2019 and further measured the spatial differences of regional development with the help of Theil Index. On this basis,the report analyzed the development of social groups in the Beijing-Tianjin-Hebei region,the Yangtze River Economic Belt and other major national strategic development regions,and found that the distribution of social groups is not balanced between regions and within regions. In addition,the report analyzed the structural distribution of social groups and their economic contributions. Finally,the report suggests that the development of social groups should clarify the needs of civil society in the new era and improve the quality of services. We should keep a good grip on the degree of “letting go” and “managing”,leaving more space for the independent development of social groups. People with high literacy should be encouraged to participate in the construction of social groups,and the professional level of social groups should be promoted. We also need to improve the ability of social groups to integrate social resources.
