The industrial system of Guangzhou is characterized with large enterprises and heavy chemical industry in these years，at this time is facing the challenge of Strategic Emerging Industries，low-carbon economy，post-Asian-Games，national-central-city，and so on. This paper based on the review of industrial development and spatial distribution in Guangzhou from 1990s，and the analysis of its mechanism. Give some measurements of industrial development and distribution in Guangzhou at the end which are expanding Strategic Emerging Industries，applying low-carbon ideas in industrial development and distribution and intensive land-use pattern.
