How to coordinate the promotion of new urbanization and Rural Revitalization Strategy is a difficult problem in the current practice. The system mechanism and policy play an important role in the mutual promotion process of urbanization and rural development. From the track of urban and rural economic and social operation at home and abroad, urbanization and rural development has experienced the process of imbalance - Balance - new imbalance - rebalancing; in the governance strategies of various countries to deal with the imbalance between urban and rural areas, there is a trend from urban and rural separation to urban-rural Co governance. The analysis shows that the key factor restricting the coordinated promotion of the new urbanization and Rural Revitalization Strategy is the path dependence on the urban-rural dual system, which leads to the government's easy division of urban and rural areas, and the integration of urban and rural development is difficult. In this regard, based on the theory of urban-rural integration system, this paper puts forward some countermeasures to promote the development of urban-rural integration through the construction of urban-rural sharing system, and promote the coordinated promotion of new urbanization and Rural Revitalization Strategy.
