Autonomous driving is not only a new force to promote industrial change，but also the focus of countriesstrategic layout. Nowadays，the wholeworld is committed to the research and development of intelligent connected vehicles and autonomous driving，and the European Union is no exception. This paper mainly introduces the development of nine European countries，including the Netherlands，Norway，Sweden，Finland，the United Kingdom，Germany，France，Spain and Hungary，from four aspects of policy and legislation，technology and innovation，infrastructure and consumer acceptance. It also briefly analyzes the unfavorable factors faced by European autonomous driving at the present stage，as well as the advantages of Europe in the development of autonomous driving. Through understanding the development status and trend of international autonomous driving technology，learning its mature technology and successful application cases，it will help the research and development of autonomous driving technology in China.
