我国目前已规划或建设的智能网联汽车测试及示范基地主要分为两类:一类是由国家相关部委支持推进的测试及示范区,以北京市、上海市的智能网联汽车测试示范区为代表;另一类是在地方政府的支持下自主建设的测试道路或示范区,长沙市即其中之一。本文以国家智能网联汽车(长沙)测试区为研究对象,从测试区的建设情况、运营管理情况、技术增值发展情况三个方面对测试区进行了综合研究论述。未来,要立足湘江新区,面向全国,以国家智能网联汽车(长沙)测试区、开放道路、智能驾驶长沙示范区为基础,根据产业平台型综合运营商的战略定位,以“平台运作”“创新驱动”“产业链协同”为经营核心,通过“横向拓展为主、纵向一体化为辅、分阶段逐级实施”的发展型战略,努力实现全产业链协同创新发展。
<<At present,the testing and demonstration bases of intelligent connected vehicles under planning or construction in China are mainly divided into two categories. One is the test and demonstration area approved by the relevant national ministries,examples of this type included the testing and demonstration bases in Beijing and Shanghai. The other is the test road or demonstration area built independently with the support of the local government,such as the area built in Changsha. In this paper,The National Intelligent Connect Vehicle (Changsha) Testing Zone is taken as the research object comprehensively studied and discussed from the aspects including construction,operation and management,technology value-added development. In the future,based on Xiangjiang New Area,facing the whole country,based on the test area,open road and intelligent driving Changsha Demonstration Zone,based on the strategic orientation of the integrated operators of industrial platform,we should take “platform operation”,“innovation driven”,“industry chain coordination” as the core of our business,and through the development strategy of “horizontal expansion,vertical integration and step-by-step implementation”,we should strive to realize the collaborative innovation development of the whole industry chain.
