本报告以职能问题和体制机制问题为导向，深度挖掘北京城市副中心建设实践和国内外副中心经验，以“同城化、一体化、优先化、智能化、精细化”为基本原则，落实“三步走”实施路径，建设包括“高职高配、建管结合、权责明晰的组织领导体系”，“城乡一体、精细智能、灵敏高效的智慧大脑体系”，“适度超前、分区施策、统筹兼顾的法规标准体系”，“蓝绿交织、特色鲜明、美丽宜人的环境景观体系”，“设施完善、保障充足、绩效导向的基础保障体系”，“以人为本、服务优化、运转高效的城市运行体系”等在内的综合体系。
<<This research is based on the functional and institutional issues in sub-center of Beijing. It deeply explores the construction practice at home and abroad. With the basic principles of “urbanization，integration，prioritization，intelligence，and refinement”，it implements “3-steps” path. These three steps are supported by six systems “organization and leadership system with clear responsibilities”，“intelligent brain system integrating urban-rural construction”，“Regulations and standards system with overall consideration”“environmental landscape system with beautiful and pleasant view”“complete support system”“people-oriented，service-optimized and efficient city operation system”.
