Urban Science and technology innovation is an important part of national innovation，which plays an important role in the process of building an innovative country in China. This report constructs an evaluation index system of urban innovation management based on five dimensions of innovation input，innovation potential，innovation carrier，innovation efficiency and innovation output，evaluates and ranks the level of urban innovation management of 36 key cities，focusing on reflecting the overall situation of urban innovation management and promotion of innovation in these cities. Finally，on the basis of ranking performance and in-depth analysis，the corresponding policy recommendations are put forward.
