Adopted by the Fourth Plenary Session of the 19th CPC Central Committee，the Decision of the Central Committee of the Communist Party of China on Upholding and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of National Governance System and Governance Capacity has put forward new and higher requirements for promoting the modernization of social governance. In particular，it has put forward the overall goal and implementation path of adhering to and improving the socialist system with Chinese characteristics and promoting the modernization of national governance system and governance capacity. Specifically，to improve the level of social governance in Shenzhen，we should further focus on improving the effective mechanism for correctly handling contradictions among the people under the new situation，focus on improving the prevention and control system of social security，focus on improving the public security system and mechanism，focus on building a new pattern of grassroots social governance，and accelerate the modernization of social governance objectives，systems and mechanisms，and governance methods and means.
