Improving the rural living environment and creating beautiful and livable new villages are important tasks of the “Country Revitalization Strategy” proposed by the 19th National Congress of the CPC and the “Promoting Green Development and Building Beautiful Sichuan” by the Sichuan Provincial Party Committee. It is also an important part of poverty alleviation and the construction of a happy and beautiful new countryside. The hilly area is the most populous area in Sichuan Province，with the most prominent rural aging and hollowing out. The improvement of human settlement environment is facing more urgent practical requirements and more difficulties. However，in the face of various challenges，some counties in hilly areas have initially explored a feasible path to improve the living environment and achieved obvious results，of which Fushun County in Zigong City is a typical representative. Taking Fushun County，a populous county in the hilly area，as a case，this paper analyzes the main practices and achievements of human settlement environment improvement in Fushun County，as well as the difficulties and problems it still faces，and puts forward countermeasures and suggestions for further improvement of the living environment in rural areas.
