Toilet revolution refers to a measure to renovate toilets in developing countries. It is a specific work of China’s strategy for rural revitalization. Daying County seized the opportunity of toilet revolution policy vigorously implemented by the state. According to the characteristics of hilly areas in central Sichuan Province，Daying County summed up a set of mechanisms and methods to promote the toilet revolution in rural areas，and achieved solid and effective results. In the face of the three major challenges of “the foundation of toilet reform is relatively weak”，“the masses have more concerns” and “the work deployment has loopholes”，this article puts forward five countermeasures to solve the problems of “who should change”，“unwilling to change”，“how to change”，“lack of money to change” and “perfunctory reform”.
