Rural homestead and farmhouses are the important livelihood and property of farmers，as well as important resources for rural development. In recent years，as the number of rural migrants continues to increase，a large amount of rural homestead and farmhouses are left behind. That causes a big problem of the waste of rural resources. Making good use of spare housing resources is an important way to increase farmers’ property income. It is of great significance to protect farmers’ rights and interests，increase farmers’ income，promote the construction of beautiful countryside and implement the strategy of rural revitalization. Under the background of “The Separation of Three Rights”，Sichuan Province focuses on implementing the strategy of rural revitalization，pays attention to the needs of rural industry development，and promotes the construction of beautiful countryside. Through government guidance and market operation，we will encourage and support capable people to return to their hometowns，and encourage urban residents to go to the countryside to start businesses and provide for the elderly for leisure，so as to make full use of spare rural housing resources. Understanding the current situation of spare rural housing，we will explore and formulate policies to promote the capitalization of spare farmhouses，guide social forces to invest in the construction of livable rural areas，and increase rural collective economic organizations and farmers’ property income. In the process of promoting “Beautiful Sichuan·Livable Countryside”，Sichuan Province has accumulated some practical experience and achieved initial results. Meanwhile，it is also facing some urgent problems.
