    “十三五”~“十四五”船舶产业竞争力

    摘要

    “十三五”时期,我国船舶产业的竞争力指标总体呈现稳中趋降的发展态势,但我国作为世界造船大国的国际领先地位并没有改变。我国船舶产业竞争力提升面临的主要问题与挑战包括:一是造船产业长期市场低迷正在重塑全球竞争新格局,二是船舶需求总量、结构和质量均发生了较大改变,三是船舶产业链生态有逐步恶化的倾向。“十四五”时期,我国船舶工业的供需状况有望逐步改善,船舶工业稳步进入产业复苏状态可能性较大。应积极拓展船舶内需市场,保障产业链安全可靠;以科技创新为第一驱动力,追求船舶产业高质量发展;加强全面风险管理,应对船舶经济运行中的各种风险。

    Abstract

    During the 13th Five Year Plan period,the competitiveness index of China’s shipbuilding industry showed a steady and declining trend. However,China is still the largest shipbuilding country in the world,and its international leading position has not changed. The main problems and challenges to enhance the competitiveness of China’s shipbuilding industry are as follows:first,the long-term market downturn of shipbuilding industry is reshaping the new pattern of global competition;second,the total demand,structure and quality of ships have changed greatly;third,the ecology of shipbuilding industry chain tends to deteriorate gradually. During the “14th five year plan” period,the supply and demand situation of China’s shipbuilding industry is expected to gradually improve,and it is likely that the shipbuilding industry will enter the industrial recovery state steadily. We should actively expand the domestic demand market to ensure the safety and reliability of the industrial chain;take scientific and technological innovation as the first driving force to pursue the high-quality development of the shipbuilding industry;strengthen the comprehensive risk management to deal with various risks in the economic operation.
