The global battle for the oceans has turned into a battle for the marine resources. The richest reserves of marine resources，especially marine energy resources are located on the continental shelf. As a result，the arctic continental shelf has become the focus of competition among Arctic countries due to its relatively mature resource exploitation conditions and special geographical location. The continental shelf in the Arctic Ocean is central to Russia’s national maritime strategy. Russia has disputes with five countries over the delimitation of the outer continental shelf in four sea areas，the most important of which is in the Arctic Ocean，a dispute complicated by Canada’s submission of an outer continental shelf delimitation submission in 2019. The results of the delimitation of the outer continental shelf in the Arctic Ocean will have a significant impact on the world geopolitical situation，which involves multiple interests of China as a Near-Arctic state in the Arctic region. The review of the key information before，during and after Russia’s outer continental shelf submission is of great significance to judge the current trend of the outer continental shelf delimitation in the Arctic. Meanwhile，the practice of Russia in the settlement of the disputes on the outer continental shelf also provides valuable experience for China’s own submission.
