2020年5月,福建自贸试验区迎来挂牌五周年。五年来,福建自贸试验区不断深化行政审批制度改革,不断优化国际贸易“单一窗口”,不断创新口岸监管体制机制,全面促进对台贸易便利化,积极融入“一带一路”建设,不断创新贸易便利化格局。在看到成绩的同时,福建自贸试验区也存在一些问题。针对存在问题,提出要争取国家层面的一揽子改革授权,建立完善创新容错机制,提升应对新经贸规则压力的能力,优化自贸区信息共享平台功能,提高企业参与度,积极探索贸易便利化中的行政执法救济程序,探索创建福建自贸试验区特色法制环境,营造更加公正、便捷、高效的营商环境,推动福建自贸试验区贸易自由化、便利化。
<<Fujian Pilot Free Trade Zone is on the threshold of Fifth anniversary of listing in May 2020. In the past five years,Fujian Pilot Free Trade Zone had continuously deepened the reform of the administrative examination and approval system,optimized the “single window” of international trade and innovated the port supervision system. Meanwhile,Fujian Pilot Free Trade Zone had comprehensively promoted the trade facilitation with Taiwan. The “Belt and Rood” construction had been actively integratedand the pattern of trade facilitation had been constantly innovated. With accomplishing some achievements,there are also some problems in Fujian Pilot Free Trade Zone. In view of the existing problems,it is proposed to strive for a package of reform authorization at the national level,establish and improve the fault-tolerant management of innovation,improve the ability to cope with the pressure of new economic and trade rules,optimize the function of the information sharing platform of the free trade zone and enhance the participation of enterprises. Besides,actively explore the administrative law enforcement and relief procedures in trade facilitation,explore and create the legal environment with characteristics of the free trade zone in Fujian,and create a more just convenient and efficient business environment are also urged. All of these will contribute to the promotion of the trade liberalization and facilitation in Fujian Pilot Free Trade Zone.
