The Arctic Council is the most important cooperation platform in the Arctic governance mechanism. The six working groups under the Arctic Council are the actual implementers of the relevant resolutions and work plans of the Arctic Council，and an important platform for countries outside the region to participate in Arctic governance. This article takes the Protection of Arctic Marine Environment Working Group as an example to analyze the history and characteristics of China’s participation in the working group，and compare it with the participation and characteristics of other relevant observer states’ participation in the working group. And then trying to find out how to further enhance China’s participation in the Arctic Council.
