The rental industry of “small accommodation facilities” has developed rapidly in Shanghai. However，many governance difficulties appeared in standard-setting，supervision and disposal procedure. Shanghai government has made gradual progress on “small accommodation” governance model by promoting policy guidelines，implementing real-name certification，strengthening post-event supervision and adopting innovative working methods. At the same time，“small accommodation industry” is developing rapidly，and new governance problems are constantly emerging. The “small accommodation” governance model needs continual improvement.
