The pastoral model originated from the practice of policing the community in the pastoral area of Zhuanqiao Town，Minhang District，Shanghai.

It is a collaborative governance mechanism led by the comprehensive governance department，based on the community party building，strengthened administrative guidance by multiple departments，and participated by multiple committees such as residents’ committees. Under the statutory power and responsibility mechanism，the pastoral model grasps the root cause of the dilemma of community governance and realizes effective community governance in three stages. Negotiation governance under interlinked community organizations is the core principle of the pastoral model，which is of reference significance for further optimization of China’s urban and rural governance model. The pastoral model also has certain deficiencies，and there is still room for further improvement in the future.
