The Constitution，laws，and local regulations constitute the legal basis for the local people’s congress standing committee’s right of record review. Record review can ensure that the local normative documents are consistent with the higher-level laws，that the national legal system is unified，and the rights of citizens are protected. The record review work of the Shanghai Municipal People’s Congress Standing Committee has the characteristics of focused and cutting-edge，appropriate scope of the examination object，diverse examination benchmarks，and open examination procedures. Relevant work has achieved significant results and achievements since the Shanghai Municipal People’s Congress Standing Committee’s started record review 20 years ago. However，there are still many difficulties in the implementation of the system needed to be overcome in time.
