The construction of the rule of law in Shanghai in 2019 has made significant progress in three aspects：the work of the National People’s Congress，the government under the rule of law，and comprehensive reform of the judicial system. Shanghai National People’s Congress serves in an overall and innovative method to strive to achieve a foresightful legislation，problem-orientation，accessibility，and system innovation，to optimize the business environment，and build Shanghai “1+2+X” model；to focus on “aged services，children caring，transformation of old districts and income level and quality of life of farmers in the outskirts” to improve people’s well-being；to reach innovative ecological monitoring methods and strengthening of domestic waste classification. The construction of the government under the rule of law is steadily advancing，where the government functions are fully fulfilled，and the construction of the government under the rule of law is vigorously strengthened. Optimizing the business environment under rule of law focuses on connecting with the international track. Focused on social needs，legislative processes are solidly advanced. Shanghai is now continuously optimizing the law enforcement system by strictly regulating fair and civilized law enforcement. Shanghai strengthens administrative power constraints to comprehensively improve the relief mechanism. Shanghai carries out comprehensive inspections in key areas such as food and drug safety，ecological environmental protection，and business environment under rule of law，and highlight national strategies such as the integrated development of the Yangtze River Delta region，Shanghai Free Trade Zone Lin’gang area，and the Expo. Courts and Procuratorates coordinate in deepening comprehensive supporting reform of judicial system. Courts actively promote the modernization of the judicial system，strictly perform judicial functions，improve service guarantee mechanism，innovate judicial convenience measures，strengthen the construction of a high-quality talent team，consciously accept the supervision of all parties，and establish Shanghai Bankruptcy Court，create new case distribution methods，fully promote “Relocation to online cloud” work and other tasks. Playing the role in supervision functions，，the Public Prosecutor’s has focused on people’s livelihood procuratorial work，promoted the protection of public interests，strengthened its procuratorial supervision functions and professional capabilities，and vigorously promoted the integration of procuratorial cooperation in the Yangtze River Delta region，the system for restricting the employment of sexual assault criminals，and established of the Shanghai Financial Prosecution Research Center. In 2020，Shanghai’s rule of law construction will reach a new height. Based on the modernization of the governance system，Shanghai will strengthen rule of law system，focus on the construction of the rule of law government，improve the quality and efficiency of administration according to law，service the implementation of national strategies，promote the modernization of city governance，firmly grasp the position of responsibility，and create governance by law. On the basis of reviewing the highlights of the construction of the rule of law in 2019，this article looks forward to the grand blueprint for the construction of the rule of law in 2020.
