Culture blends into a country’s economic and political life. International cultural trade and national strategy，economic interests，cultural policies and other relations are inseparable. Based on the basic attributes of cultural trade，this paper makes recommendations for the investment and financing support of the capital culture trade by drawing on the successful experience of the US，UK and South Korea investment and financing system construction. This paper believes that there is a lack of cultural infrastructure in China，and that it is difficult to promote the moderate expansion of the industrial scale. It is advisable to give play to the drive of government-state-enterprise-market “three-in-one” reform，and establish a “three-step” reform strategy at the institutional level，strategic level and implementation level to make up for the shortcomings of the existing capital culture industry，thereby better supporting cultural trade investment and financing.
