当前我国劳动年龄人口逐年下降,同时人口老龄化程度不断加深,尤其是北京市人口老龄化超前于经济发展现象凸显,加之老年人力资源开发乏力,手段较为单一。本研究在我国人口结构及北京市人口结构发展变化的基础上,对北京市当前老年人力资源开发的现状、问题及原因进行深入分析,从战略思路、重点领域、政策措施等角度构建了北京市老年人力资源开发的政策框架体系,为下一步制定针对性的老年人力资源开发政策提供参考依据。
<<The working-age population decline year by year in our country,at the same time,the degree of aging population is deepening,In particular,the aging of Beijing’s population is more prominent than economic development,combined with the weak elderly human resource development,the method is relatively single. Based on the development and changes of China’s population structure and Beijing’s population structure,this study makes an in-depth analysis of the current situation,problems and causes of the weak development of elderly human resources in Beijing. From the perspective of strategic thinking,key areas and policy measures of the development of the human resources for the elderly in Beijing,the policy framework and safeguard measures for the development of the human resources for the elderly in Beijing are constructed,which provides a reference basis for the formulation of targeted human resources development policies for the elderly in the next step.
