人力资源与实体经济协同发展,是指人力资源的数量和质量能够满足实体经济发展需求,同时实体经济能够为人力资源营造全面发展的成长环境。从总体看,我国人力资源与实体经济发展不协同特征较为显著。经济脱实向虚,但传统实体经济仍具有就业吸纳能力。第二、第三产业仍是吸纳就业主要部门,但地区间的差异较大。因此,要促进人力资源与实体经济协同发展,就要积极发展服务业、中小企业等劳动密集型产业和部门;要确保产业发展与人力资源协同的政策具有地区属性,允许就业优先政策在省级甚至是市级行政区划范围内具有针对性,确保政策有效性。
