本报告以阿里本地生活服务公司的盒马鲜生,以及蓝海就业平台为例,对在抗击新冠肺炎疫情期间产生的共享用工典型案例进行了分析,并介绍了共享用工在国际、国内的发展,认为共享用工是灵活就业的方式之一,数字平台经济将助力灵活就业的发展,越来越多的劳动者将通过数字平台实现就业。本报告针对共享用工这一新生事物在待遇保障、社保政策、保险、法律法规、职业培训等方面仍存在的一些问题,提出了大力发展共享用工模式、针对灵活用工等新就业形态特点制定能够切实保障劳动者权益的社保政策、建立健全信息匹配平台体系、发展人力资源市场体系等四个方面的政策建议。
<<This paper introduces the development of “shared employment” at home and abroad,and analyzes two typical cases,Fresh HEMA and Blue Ocean platform of Alibaba,which used the “shared workers” during the period of fighting COVID-19. It is believed that sharing employment is one of the ways of flexible employment,digital platform economy will help the development of flexible employment,and more and more workers will achieve employment through digital platform. In view of the problems existing in the treatment guarantee,social security policy,insurance,laws and regulations,vocational training and other aspects of the new thing of sharing employment,the author advise to vigorously develop sharing employment,formulate social security policies that can effectively guarantee the rights and interests of labor force,establish and improve the information matching platform system,and develop the human resource market according to the characteristics of new employment forms such as flexible employment,and so on.
