本报告分析智能化对劳动者素质转型和人力资本新的开发模式的影响。智能化背景下的产业和就业同步变革,人力资本的经济贡献进一步上升趋势明显。在这一趋势下,劳动者素质将成为工作场所效率的核心要素,劳动者素质要全面融合数字化技能,重视思维和智力、多技能组合素质。目前,劳动者素质转型面临着技能群体差异化、技能错配、教育培训投资滞后、人力资本新社会化特征等问题。对此,职业培训需要进行通识教育和职业培训融合、终身职业培训体系创新、产教融合、培训技术等多方面改革。本报告提出如下建议,加快创新就业政策体系,加强人力资源服务市场效率,建立培训联合体,加强技工教育的顶层设计,鼓励企业培训,创新培训模式等。
