    2019年就业形势和政策进展

    摘要

    2019年国民经济运行保持基本平稳,但经济运行环境复杂严峻,我国就业承压持稳,就业增长维持较高水平,失业水平处于调控目标之下,劳动力市场供求保持动态平衡,重点群体就业保持稳定,但一些就业指标走势趋弱,风险苗头显露,一些问题需要高度关注。2019年就业政策取得重要进展,明确就业优先政策作为宏观政策的性质和定位,政策内容工具进一步丰富完善,“稳就业”政策加码,实施稳岗、扩容、兜底、防风险系列措施,出台促进劳动力要素有效配置和素质提升的相关政策措施,着力化解就业结构矛盾。未来我国就业形势保持稳定仍具有诸多有利条件,但国内外宏观经济不确定性增加对就业的影响不容忽视。因此,要坚持就业优先导向,着力扩大就业,丰富就业优先政策工具,贯彻落实“稳就业”措施,深入推进“双创”,加强就业新动能,完善就业监测和失业预警体系,防控规模性失业风险。

    Abstract

    In 2019,the operation of the national economy remained basically stable,but the economic operation environment was complex and severe. China’s employment pressure remained stable,the employment growth remained at a high level,the unemployment level was under the control goal,the supply and demand of the labor market remained in a dynamic balance,and the employment of key groups remained stable. At the same time,some employment indicators tended to be weak,the risk appeared,and some problems needed high attention. In 2019,significant progress was made in the employment policy. The nature and positioning of the employment priority policy as a macro policy was clarified. The content and tools of the policy were further enriched and improved. A series of measures were implemented to stabilize existing jobs,increase employment opportunities,and prevent unemployment risks. Relevant policies and measures were introduced to promote the effective allocation of labor factors and quality improvement,and the resolving employment structural contradictions. In the future,there are still many favorable conditions for the stability of the employment situation,but the impact of the increase of macroeconomic uncertainty at home and abroad on employment cannot be ignored. We need to adhere to the employment priority orientation,focus on expanding employment,enrich employment priority policy tools,implement the measures of “stabilizing employment”,deepen the promotion of mass entrepreneurship and innovation,strengthen the new momentum of employment,improve the employment monitoring and unemployment early warning system,and prevent and control the risk of large-scale unemployment.
