“十一五”时期以来,中国政府为了实现对环境污染问题的有效控制,首次将节能减排目标层层分解,作为约束性指标写入了五年规划纲要,并在实践中取得了不错成效。研究“十一五”“十二五”期间各省份通过何种方式和手段完成节能减排目标,可以为未来各地方政府在深化结构改革和目标责任考核的双重压力下完成节能减排任务提供经验借鉴。本文对政府控制命令型和市场激励型两种环境规制工具的节能减排效果进行了实证检验,侧重分析了节能目标考核压力下两种规制工具实现节能减排的作用机制,并找出了实现单位国内生产总值能耗和二氧化碳排放下降的主要作用路径。实证结果表明,从总体看来,五年规划期间节能减排目标实现更多的是依赖于控制命令型规制工具,政府的直接控制干预依然是实现节能减排目标的有效手段。从长期看来,环境规制对节能减排目标的实现最终是依靠技术进步来达到的,环境规制工具通过促进清洁技术的研发、引进优质外商投资来有效实现节能减排目标,而通过传统的控制能源价格、调整能源消费结构、产业结构等方式难以取得理想的环境污染治理效果。
<<Since the “Eleventh Five-Year Plan” period,the Chinese government has published an energy conservation target as a binding indicator for the first time to achieve effective control of environmental pollution problems,and finally achieved good results in practice. Studying the transmission mechanism by how the provinces achieved the energy conservation and emission reduction targets during the “Eleventh Five-Year Plan” and “Twelfth Five-Year Plan” period,it is good experience for the local governments to complete the emission reduction targets under the dual pressure of deepening structural reform and energy conservation and emission reduction goal. This paper conducts an empirical test on the energy conservation and emission reduction effects of command and control and market-based regulations,focusing on the analysis of the mechanism of energy-saving and emission reduction of two regulatory tools under the pressure of energy conservation target,and finds out the realization. The main role of energy intensity and carbon dioxide emissions decline. The empirical results show that,from the overall perspective,the realization of the energy saving and emission reduction targets during the five-year plan is more dependent on command and control regulations,and the government’s direct control intervention is still an effective means to achieve energy conservation and emission reduction targets. In the long run,the realization of energy conservation and emission reduction targets by environmental regulations is ultimately achieved by technological progress. Environmental regulations effectively achieve energy conservation and emission reduction targets by influencing the development of clean technologies and the inflow of high quality foreign investment. While traditionally ways are difficult to achieve an ideal environmental pollution control effect in terms of energy prices,adjustment of energy consumption structure,and industrial structure.
