This paper，taking Huanxiang River as an example，studies the inter-regional comprehensive governance for the river basin in the context of Collaborative Development of Jing-Jin-Ji. We discuss with relevant bureaus of water management and environmental protection in Hebei Province and Tianjin Municipality，and investigate firms，schools，villages，and dams in several townships from Fengrun，Yutian，and Ninghe. Based on those investigations，we sort out 3 key problems for governance of Huanxiang River basin，i.e.，the bad performance due to less collaboration of environment protection between each section of the river，poor coordination with no help of current management system，and no inter-regional governance mechanism for the river basin resulting from unbalanced development of different regions. Then we set up a model using game theory and illustrate the thoughts of inter-regional governance. We finally propose that，regarding governance of Huanxiang River as the first case around，it’s necessary to enhance the position and proportion of environmental protection in each county，coordinate the comprehensive governance in Tangshan City，build up the horizontal ecological compensation mechanism between Hebei and Tianjin，explore the new mode of more horizontal compensation mechanisms in such multi-region area，and construct the system of governing and sharing of river basin.
