This paper starts from the development and construction of “cultural hardware” and “cultural software” in Baoshan City，Yunnan Province in recent years，analyzes the progress and efficiency of internal cultural reform specificaly，the construction of “Ten Cultural Projects”，the promotion of the centralized construction of cultural venues，the operation of comprehensive measures aimigat benefiting the people，the brand building of cultural festivals，the creation of exquisite wltural works，the theoretical study of culture，the of culture，the development of digital culture，and the process and result of the establishment of demonstration zones of the national public cultural service system in Baoshan City，then presents the highlights and experience of cultural construction in Baoshan City of Yunnan Province during 40 years of reform and opening-up，in order to provide reference for the cultwral construction in remote access.
