在当前我国基层文化机构改革的大趋势下，中国基层公共图书馆将进入第二次转型发展阶段。中国基层公共图书馆的第二次转型发展，是一次从“以书为本”走向“以读者为本”的大转型大发展，这次转型需要实施“基层公共图书馆硬件改造与建设工程”和“基层公共图书馆服务体系创新转型构建工程”，把“以书为本”“泛服务”“等服务”“服务少数人”的老业态，变成“以读者为本”“精准服务”“互动服务”“服务多数人”的新业态。
<<Under the current general tendency of the reform of grassroots cultural institutions in China，the grassroots public libraries in China will enter the stage of the second transitional development. The second transitional development of grassroots public libraries in China is a great transformation and a great development from “book-based” to “reader-based”，which requires implementing the project of hardware transformation and construction in grassroots public libraries and the project of innovating，transforming and constructing the service system of grassroots public library，in order to transform the old format of “book-based”，“pan-service”，“equal service” and “serving the few” into the new one of “reader-based”，“precise service”，“interactive service” and “serving the majority”.
