In recent years，the legalization process of public culture in China has accelerated，and the legislation system has been constantly improving，which further standardizes the construction of public cultural service mechanism and effectively promotes the improvement of public cultural service system in China. This paper sorts out the process of legalization of reading rights protection abroad and in China，puts forwards on innovation of managing by law，running libraries by law and using by law，shifting from legal systematization to legal governance，and proposes practical measures for promoting the protection of citizens’ reading rights in China at present from the aspects of arranging ingredient accurately，optimizing structure，transforming main body，strengthening consciousness and establishing spirit，etc.
