Since the founding of the People’s Republic of China，driven by the country’s economic and social construction and reform and opening up，Sichuan’s urban and rural housing construction has made considerable progress. However，due to various historical factors and traditional management system，lined up with some management ideas and acts such as “construction first，management last”，“treatment first，prevention last”，“dealing with results first and elimination of hidden dangers last”，urban and rural areas have formed a large number of different types，various degrees of house use safety and management issues and hidden dangers. To solve these problems and hidden dangers，we must make systematic improvement from a macro perspective，which is to improve the awareness of concern as soon as possible，to change original idea of safety management，to improve relevant top-level institutional arrangement at provincial level，and start from the whole life cycle of houses，so as to integrate the safety management of urban and rural housing usage in the province into an overall，systematic，professional and coordinated development track. At the same time，we should make key break through in establishing a long-term safety management mechanism，in promoting the reform and development of safety appraisal，in testing the “management mode of residential area” and extensively in promoting the safety management of rural and integrated urban-rural usage of houses.
