Based on the requirements of the rural revitalization strategy implementation in China，it is important to comprehensively understand the connotation and function of the rural public cultural service system construction，and vigorously promote rural cultural revitalization，which is the key task to promote the rural revitalization strategy implementation. Analyzing deeply the investigation and practice of Jinan’s rural public cultural service system construction，this research explores the rational institutional arrangements containing modern cultural governance concepts based on the existinghighlighted problems，and puts forward practical strategies for instrumentalizing the construction of rural public cultural service system.
