From the aspects of improving the policy system and support system of mass entrepreneurship and innovation，accelerating the construction of mass entrepreneurship and innovation platform，and establishing Kaifeng Science and Technology Innovation service Alliance，this paper summarizes the development of mass entrepreneurship and innovation in Kaifeng in 2019. This paper further analyzesthe existing problems of mass entrepreneurship and innovation in Kaifeng from the following aspects：insufficient high-level platform，lack of support for high-quality economic development，and imperfect transformation chain from innovation to entrepreneurship. On this basis，this paper puts forward the countermeasures and suggestions for Kaifeng City to carry out mass entrepreneurship and innovation and promote high-quality development from five dimensions：speeding up the construction of Zhengzhou-Kaifeng mass entrepreneurship and innovation science and technology corridor，improving innovation and entrepreneurship service carrier and incubation system，cultivating and gathering entrepreneurship and innovation talents，accelerating integration into Zhengluoxin National Independent Innovation Demonstration Zone，and optimizing innovation and entrepreneurship ecosystem.
