Based on the summary of the current situation of the protection and utilization of the famous historical and cultural cities in Guangzhou，this paper draws on the experience and practices of the protection and utilization of the famous historical and cultural cities in Yangzhou and Langzhong in terms of planning，management system，activation mode，inheritance characteristics，and public participation. This article put forward policy recommendations on strengthening global protection，innovating policy measures，building social consensus，and strengthening supervision and evaluation.
