In October 2018，the Ministry of Education decided to implement the “Six Excellence and One Top-Notch” plan 2.0，and the new liberal arts in China began to emerge. The construction of new liberal arts focuses on the establishment of a higher liberal arts personnel training system with Chinese characteristics，comprehensively improving the quality of liberal arts personnel training. Foreign language teaching reform based on the construction of new liberal arts is also an active exploration into private vocational education in China. On the basis of sorting out the construction concepts of new liberal arts in foreign languages，the article takes from the present situation of the foreign language teaching reform in private colleges and universities in Henan province，which was carried out through the evaluation of foreign language ability，as the breakthrough point of the research questions. Besides，the aim of the article is to construct the new mode system of foreign language teaching reform in private colleges and practice from two aspects of foreign language subject construction，the Humanism and instrumentality，and three dimensions，China dimension，subject dimension and technical dimension. It will vigorously promote the powerful effect of foreign language teaching services in private higher education.
