    深层次的内生动力——2019年河南民办高校改革进程

    摘要

    从外部看,国家及地方法律政策体系的大力引导支持、经济社会发展及科技进步的迫切需要、就业压力及生源竞争的严重倒逼、社会舆论偏见及身份歧视的强烈刺激,影响和激发着民办高校改革发展的内生动力。从内部看,认识和把握民办高校改革的深层次内生动力,应重点关注创办者的初心和使命、体制机制灵活的优势、市场导向的办学理念、抢抓发展机遇的敏锐意识、天然的创新创业基因、独具特色的校园文化和精神传统、师生员工追求公平和高质量发展的迫切需求七个方面。2019年河南民办高校在大力推进党建和思政工作高质量发展、统筹推进应用技术型大学建设各项工作、持续提升社会服务能力等方面取得显著成绩,但是也存在一流本科专业建设相对滞后、高层次人才短板依然明显、师生学科竞赛能力偏弱、参与型治理体系不够完善、考核激励制度不尽合理等问题。对此,河南民办高校应持续完善现代大学制度,不断创新学校体制机制,逐步构建多元参与格局,深入贯彻创新发展理念,大力改进考核激励方式,积极培育特色大学文化,进一步释放改革内生动力,实现高质量发展。

    Abstract

    From the outside,the strong guidance and support of national and local laws and policy systems,the urgent need for economic and social development and scientific and technological progress,the severe pressure of employment and competition for students,and the strong stimulus of public opinion prejudice and identity discrimination are all influencing and stimulating the endogenous driving force for the reform and development of private colleges and universities. From internal view,understanding and mastering the private colleges reform deep endogenous power should focus on seven aspects:Beginner’s mind and mission of the founder,system mechanism and flexible advantage,market oriented educational concept,the keen awareness of seizing development opportunities,the natural genes of innovation and entrepreneurship,the unique campus culture and spiritual tradition,and the urgent need for teachers and staff to pursue fair and high-quality development and so on. In 2019,private colleges and universities in Henan Province have made remarkable achievements in vigorously promoting the high-quality development of party construction and ideological and political work,coordinating and promoting the construction of technology-based universities,and continuously improving their social service capabilities. But there are also some problems,such as relatively backward construction of first-class undergraduate major,outstanding short board of high-level talents,weak ability of discipline competition between teachers and students,incomplete participatory governance system and unreasonable assessment and incentive system. In this regard,private colleges and universities in Henan Province should continue to improve the modern university system,constantly innovate the school system and mechanism,gradually build a pattern of multiple participation,thoroughly implement the concept of innovative development,vigorously improve the assessment and incentive methods,actively cultivate the characteristic university culture,release the endogenous driving force of reform furtherly,and achieve high-quality development.
